I find the first in Scripture.
I find the negative of the first in Scripture:
2 Peter 3:9 The Lord is not slack concerning his promise, as some men count
slackness; but is longsuffering to us-ward, not willing that any should
perish, but that all should come to repentance.

Romans 2:4 Or despisest thou the riches of his goodness and forbearance and
longsuffering; not knowing that the goodness of God leadeth thee to
repentance?

Isaiah 55:7 Let the wicked forsake his way, and the unrighteous man his
thoughts: and let him return unto the LORD, and he will have mercy upon him;
and to our God, for he will abundantly pardon.

Ezekiel 3:18 When I say unto the wicked, Thou shalt surely die; and thou
givest him not warning, nor speakest to warn the wicked from his wicked way,
to save his life; the same wicked man shall die in his iniquity; but his
blood will I require at thine hand.

Ezekiel 18:20 The soul that sinneth, it shall die. The son shall not bear
the iniquity of the father, neither shall the father bear the iniquity of
the son: the righteousness of the righteous shall be upon him, and the
wickedness of the wicked shall be upon him.

Ezekiel 18:23 Have I any pleasure at all that the wicked should die? saith
the Lord GOD: and not that he should return from his ways, and live?

So, while I cannot find any passage which resembles your #2 above: "God
wills some men be damned." I can find almost the opposite!

God has NO PLEASURE in the death of the wicked!

So it is NOT HIS WILL that any be damned.
